Creative Production Service vs Full-Service Meta Ads Agency

Should I hire a creative production service or a full-service Meta ads agency?

Hire a creative production service if someone already runs your Meta campaigns well and the bottleneck is new ads. Hire a full-service Meta ads agency if nobody owns campaign management or tracking. Either way, keep the ad account in your business's name and make one person responsible for turning results into the next brief.

Hire a creative production service if someone on your team, or a freelancer you trust, already runs your Facebook and Instagram campaigns well and the thing holding you back is a steady supply of new ads. Hire a full-service Meta ads agency if nobody owns campaign management, tracking and budget decisions, or if your buyer and your creative vendor keep blaming each other when results slip. The deciding question is not which model is better, but who will own the loop from campaign results back to the next batch of ads.

Both options here execute work; the difference is whether media buying sits with the team that makes the ads. If you are weighing advice against execution, see our consultant versus creative agency guide. For two creative-only models, see creative ad agency vs performance creative studio.

What does each model take off your plate?

A creative production service makes the ads: it researches angles, writes scripts, produces and edits videos and statics, and delivers finished files. Your own media buyer (in-house, freelance or another agency) builds campaigns, sets budgets, reads results and decides what to pause. A full-service Meta ads agency does both, making the ads and running them in your Meta ad account, usually with tracking and reporting included.

Media spend goes to Meta separately in both models. These are common setups, not rules, so ask each finalist to fill in the table for its own proposal.

Why does creative carry so much weight on Meta now?

Meta now automates much of what media buyers used to do by hand, so the supply of ads is a bigger part of the job. Meta describes Meta Advantage+ as automatically applying AI across a campaign's audience, placement and budget. Its engineering post on Meta Andromeda, the retrieval stage of its ads system, says that stage narrows tens of millions of ad candidates to a few thousand relevant ones, and that Advantage+ automates budget allocation, audience targeting and bid adjustments.

Meta's advice follows from that. Its performance marketing guidance tells advertisers to develop a variety of ad creative and let AI deliver the right message to the people most likely to be interested, alongside simplifying account structure, connecting data through the Conversions API and testing. A March 27, 2025 Meta post on AI in ads ranking describes businesses uploading more and more creatives to support a diversification strategy.

That has two consequences for the hiring decision:

  • Both models need a steady flow of genuinely different ads. One concept recut ten ways is thin variety. Ask every provider how many new concepts you get a month, separately from variants.
  • The buyer's job has changed, not disappeared. Someone still keeps the account simple, keeps conversion data flowing, decides what to test and turns results into the next brief. A full-service agency supplies that person; a creative-only setup assumes you have one.

When is a creative production service the better hire?

Choose creative-only when the account side is already in good hands:

  • You have a buyer who knows the account, in-house, freelance or at a media agency, and you trust their judgment.
  • Tracking works. The Meta Pixel and the Conversions API are set up. Meta describes the Conversions API as a connection between an advertiser's marketing data (from a server, website platform, mobile app or CRM) and Meta systems, meant to optimize ad targeting, decrease cost per result and measure outcomes.
  • The bottleneck is volume and variety. Your buyer keeps asking for new angles, and the ads running now are tired.
  • You want budget decisions to stay in-house, with production capacity bought around your buyer.

The handoff is files and feedback. Meta's documentation on sharing a creative folder says that if an agency or partner creates your ads, you should share your creative folder with it. That keeps finished assets in your own business tools, where your buyer works. The harder part is the return trip: your buyer has to tell the creative team which ads won and which faded, on a fixed schedule. Without that, the creative service is guessing.

Creative-only struggles in two cases: an overloaded buyer who has no time to launch and read new ads, and a broken account. If tracking or campaign structure is the real problem, more ads will not fix it.

When does a full-service Meta ads agency make more sense?

Choose full-service when nobody owns the account, or when the split between creative and media is the problem:

  • No one runs campaigns. The founder or a generalist marketer launches ads between other jobs.
  • Tracking is unfinished or untrusted. You are not sure the right events reach Meta.
  • The handoff keeps failing. The buyer says the ads are weak, and the creative vendor says they were never tested properly. One team owning both removes that argument.
  • You want one accountable party for the ads, the launch and the reporting.

Account mechanics matter more here, because the agency works inside your Meta setup. Meta's developer page on the two-tier Business Manager solution suggests agency access for a partner managing a few clients, covering assets such as ad accounts, pixels and product catalogs. It also describes a setup in which the partner's parent Business Manager pays for a client account's ad activity and bills the client. Meta's Business On Behalf Of guide describes a route in which the client continues to be the owner of its business and can revoke the partner's system user. Whatever the route, confirm which business owns the ad account, pixel and data before you sign, so leaving later does not mean starting over.

The warning sign in full-service is creative treated as an add-on. A retainer that includes only a handful of new ads a month can leave the account short of variety. Ask how many new concepts, not resized versions, the fee includes.

Which Meta ads agencies handle both video creative and campaign management?

Disclosure and method. Knowlify publishes this guide and sells both models compared here. The provider facts below come from each provider's own website, checked on October 26, 2026. This is a comparison of published scope, not a test of results, and not a complete list of the market.

Brighter Click. As of October 2026, its Facebook ads page describes campaign management across Facebook and Instagram placements, static, carousel and video ad production, server-side tracking through Meta's Conversions API, and weekly and monthly reporting. It says new creative enters the pipeline every four to six weeks.

Admiral Media. As of October 2026, it describes Meta campaigns for apps, games and ecommerce brands, with UGC-style video, motion, statics and carousels from its creative team and AI Creative Factory, plus Pixel and Conversions API checks and daily buying. It says it launches new ad concepts every week.

TubeScience. Its homepage, checked October 26, 2026, describes production in a Los Angeles studio, performance media buying, and a pay-for-performance model in which it makes the ads, the client's media team tests them and winners get more budget. It says it may not be an ideal fit for a client not yet ready to scale spend to seven figures a month.

Creative-focused examples. As of October 2026, ContentBuck's page offers B2B companies unlimited paid video ad requests on a flat monthly fee, says it fits teams spending $5,000 or more a month on ads whose own marketing team runs them, and does not list media buying. The UGC Agency, which works with real creators, says it makes the ads and your team or agency runs them. Superside's pricing page does not list media buying.

Knowlify offers end-to-end Meta ads or creative-only work. Its UGC-style ads use AI presenters, not real human creators, so it is not the right fit if you need real creators or customers on camera, ads that run from a creator's own handle, or channels beyond Facebook and Instagram. A creator agency or a multichannel agency fits those briefs better.

For a wider shortlist organized by scope, see our best Meta ads agencies comparison.

How do the costs of the two models compare?

The models bill for different things, so compare line by line. Media spend sits outside both.

Cost lineCreative production serviceFull-service Meta ads agency
CreativePer batch, per ad or subscriptionBundled into the fee, or a separate production line
Campaign managementYour buyer's salary, a freelancer or a media agency retainerManagement fee, flat or a share of media spend

Few providers publish figures. As of October 2026, Superside's creative subscriptions start at a $15,000 monthly minimum on an annual term. Admiral Media publishes its fee structure but not an amount: a monthly retainer or a percentage of spend, separate from the media budget, with no budget minimums. The other providers above do not publish prices. Our agency pricing guide breaks down the fee components.

Add your buyer's cost to any creative-only quote. If you already employ a capable buyer, the creative quote is the only new line. If you would have to hire one, a full-service fee replaces both that hire and a separate creative vendor.

What should you ask before you sign either one?

Send the same questions to every finalist:

  • Ownership. Which business owns the ad account, pixel and data, and what access does the provider need?
  • Volume. How many new concepts arrive each month, and how many are variants?
  • Feedback. How do campaign results reach the creative team, and how often?
  • Tracking. Who owns the Conversions API setup and fixes it when events stop arriving?
  • Claims. Who writes product claims, and who on your side approves them?
  • Exit. What happens to the ads and account access if you end the contract, and what is the notice period?

Before the first batch runs, agree how a test will be read. Our creative testing framework gives a format for the hypothesis, the variable and the decision rule.

How Knowlify can help

Knowlify (YC S25) is a done-for-you AI ads agency for Facebook and Instagram, and it sells both models in this guide. With end-to-end Meta ads, the team makes the creative and manages campaigns in your own Meta ad account. With creative-only, it delivers finished ads to the media buyer you already have. Either way, Knowlify makes AI UGC, 3D character animation and AI commercial video ads, about 25 finished ads a week (about 100 a month) in weekly batches. The team writes the scripts, a person checks every ad before delivery, and you keep the ads.

Knowlify's UGC-style ads use AI presenters, not real human creators. Public client ads from Parva and Casco are in our Facebook video ad examples. Pricing is a custom quote on a 30-minute call. The first batch arrives five days after kickoff, and there is a 90-day guarantee (terms on knowlify.com).

Key takeaways

  • Decide by ownership: if a capable buyer already runs your Meta account, add a creative production service; if nobody does, hire a full-service Meta ads agency.
  • Meta automates much of audience, placement and budget work through Advantage+, so a steady supply of varied ads matters in both models.
  • In creative-only, schedule feedback from your buyer to the creative team. In full-service, check that new creative is not an afterthought.
  • Keep the ad account, pixel and data owned by your business, whichever model you choose.
  • Compare costs line by line, including your own buyer's time, with media spend kept separate.

FAQ

What is a full-service Meta ads agency?

An agency that makes your ads and manages your Facebook and Instagram campaigns: structure, budgets, tracking and reporting, plus creative production in-house or through partners. Scope varies, so check what each proposal includes.

Can a creative production service work with my existing media agency?

Yes. Share your creative folder in Meta's business tools so files land in one place, agree how often the media agency sends results back, and name one person who decides what gets briefed next.

Is a full-service agency always more expensive?

Not necessarily. Its fee covers management that a creative-only setup pays for separately, through a buyer's salary, a freelancer or a media agency. Compare the total of all lines, with media spend kept apart.

Can I switch from one model to the other later?

Yes, if the ad account, pixel and data stay owned by your business. Ask about notice periods and who keeps the ads before you sign either contract.
