Quick Answer
Compare eight UGC agencies by who appears on camera, published pricing, usage rights and who runs the ads. Facts from each agency's own site, checked Oct 2026.
The best UGC agency depends on three things: whether you need real creators on camera, how much of the work you want handed over, and whether the agency should also run the ads. For a fixed batch of real-creator videos at a published price, compare Brighter Click. For recurring rounds of creator ads on a 3-month commitment, compare Insense's managed service. For a managed creator program alongside paid social, compare inBeat, which sells paid media as a separate service. If your own team runs the ads, compare The UGC Agency. For a project-based campaign with many micro-creators, compare minisocial. For a monthly done-for-you retainer, compare Billo's managed service and UGC Factory. If you do not need real creators and want AI UGC ads plus Meta campaign management, Knowlify is the option in this list.
Disclosure and method. Knowlify publishes this guide and sells one of the services compared. We are an AI-native ad agency, and our UGC-style ads use AI presenters rather than human creators, which matters for the comparison. Every fact below comes from each agency's own website, checked on October 17, 2026. We have not hired these agencies for this guide, so this is a comparison of published scope, pricing and terms, not a test of quality or campaign results. Prices change, so confirm them on the agency's page before you buy.
How we compared these UGC agencies
We looked for agencies that make UGC-style video ads as a managed service, publish a clear service page and are currently operating. Self-serve creator marketplaces are covered separately in our UGC platforms comparison. We judged each agency against six stated criteria:
- Who appears on camera. Real human creators, or AI presenters.
- What the agency handles. Scripts and hooks, creator sourcing, editing, revisions and payments.
- Published pricing. What the price buys (number of videos or creators) and any commitment.
- Usage rights. Whether the videos can run as paid ads, where and for how long.
- Speed. The turnaround the agency publishes for a first batch.
- Paid media. Whether the agency runs the ads, sets up creator-handle ads (Meta partnership ads or TikTok Spark Ads), or only delivers files.
We did not rank the agencies by number, because the right choice changes with the brief. The table groups them by the job each one is built for.
Which UGC agency fits your brief?
| Agency | Best for | On camera | Published price | Usage rights (as published) | Runs the ads? |
|---|---|---|---|---|---|
| Brighter Click | A fixed batch of edited creator videos at a known price | Real creators | $4,500 for 12 edited videos from 4 creators | Full usage rights in perpetuity | Yes, via its separate Facebook ads service |
| Insense managed UGC | Recurring rounds of creator ads with hook variations | Real creators | From $3,500 per round of 8 videos, 3-month commitment | Full digital usage rights across channels | Optional partnership ads package |
| inBeat | A managed creator program alongside paid social | Real creators | Not published | Defined before production begins | Yes, via its separate paid media service |
| The UGC Agency | Creator ads for consumer brands and apps, with your team running media | Real creators | Not published | Paid and organic usage agreed with each creator | No, your team or agency runs them |
| minisocial | A project-based campaign with many micro-creators | Real creators | From $3,000 for a campaign of 10 creators | Use anywhere, for as long as you want | Partnership and Spark Ads support |
| Billo managed service | Handing creator sourcing and briefing to a monthly team | Real creators | From $2,000 a month | Not stated on the managed page | Not stated |

| Knowlify UGC agency | AI UGC at volume, with optional Meta campaign management | AI presenters | Scoped monthly quote | The client keeps every finished ad | Yes, optional Meta management plan |
A price in this table is the agency's own starting figure. It is not a like-for-like comparison: one price buys a set number of edited videos, another buys a campaign of creators, and another buys a monthly team.
Brighter Click: a fixed batch at a published price
Brighter Click publishes its UGC pricing on its UGC agency page: 12 edited UGC videos from 4 creators for $4,500, 18 videos from 6 creators for $6,500, and custom packages starting at $7,500. Each video comes in 9:16 and 4:5, with a dedicated creative strategist, at least one round of revisions and full usage rights in perpetuity. The page says the agency sources, briefs and manages a network of more than 525 creators, and can handle whitelisting so ads run from a creator's handle. The 12-video package lists a 10 to 14 business day turnaround.
Consider it when you want real creators, a known price and a known number of edited videos. That works out to about $375 per edited video on the 12-video package (our arithmetic from the published price). Brighter Click also sells Facebook and Instagram campaign management on its Facebook ads agency page, so creative and media can sit with one team if you want that.
Insense managed UGC: recurring rounds with hook variations
Insense is best known as a creator platform, but it also sells a managed UGC service. Its published sample pricing starts at $3,500 per round for 8 UGC video ads, or $4,600 per round with creator posting and Meta partnership ads, on a 3-month commitment. The 8 videos are planned as concepts with variations that test different hooks and calls to action. Creator costs are included, along with raw footage, 2 revisions after delivery and full digital usage rights across channels. Insense says its network includes more than 100,000 creators in the USA, Canada, Australia, the UK and Europe.
Consider it when you want a steady cadence of creator ads with built-in variations and can commit to three months. The partnership ads option gives 60-day access to run ads from the creator's handle. If you would rather run creators yourself, Insense's self-serve platform is the alternative; our Insense alternatives guide compares the two routes.
inBeat: a managed creator program next to paid social
inBeat's UGC agency page describes a managed UGC service: creators apply to its vetted network, and its team writes hooks and scripts, handles timelines, revisions and approvals, and runs whitelisted and Spark ads through creator handles. Usage rights and licensing terms are defined before production begins. Pricing is not published; the page routes to a strategy call. Paid media management is sold as a separate service.
Consider it when UGC is one part of a wider paid social program and you want creator content and media handled by one agency. Ask for the number of creators and videos per month, the rights period and the media management fee as separate lines.
The UGC Agency: creator ads that your team runs
The UGC Agency, a London-based company, describes scripts, casting, edits, usage rights and creator payments as all handled, with a network of more than 30,000 creators. Its first round of finished ads runs to a 21-day target, with each stage approved before the next. It does not run media: its FAQ says it makes the ads and your team or agency runs them, though it sets up creator-handle ads. Pricing is not published. The service suits consumer brands, apps and marketplaces advertising on Meta and TikTok. Other companies use similar names, so check the domain before you enquire.
Consider it when you already have a media buyer and want a creative partner that stays out of the ad account.
minisocial: a campaign of micro-creators
minisocial runs fully managed creator campaigns. Its FAQ says projects start at $3,000 for a campaign of 10 creators, including all creator fees, with no long-term commitment and a typical 4 to 6 week lifecycle from briefing to finished content. Content is fully licensed, and minisocial says you can use it anywhere and for as long as you want. It also supports partnership ads, Spark Ads and TikTok Shop. The site lists a network of 40,000 creators, each vetted twice.
Consider it when you want many real people featuring your product in one campaign, including organic posts from micro-creators. Our minisocial alternatives guide covers when a different model fits.
Billo managed service: a monthly team for creator sourcing
Billo is a creator platform where videos start at $99 each, according to its pricing explainer; the full price list sits inside the platform. Its managed service starts from $2,000 a month, billed monthly in advance, and can be cancelled after the first month. A dedicated team sources, briefs and manages creators, reviews every video and can add captions, music and effects in post-production.
Consider it when you order several creator videos a month and want someone else to run the process. The managed page does not say whether video costs are included in the monthly fee, so ask for a total that includes them. Our Billo alternatives guide compares other routes.
UGC Factory: a done-for-you retainer for Meta and TikTok
UGC Factory sells a done-for-you monthly retainer: it recruits and manages vetted creators, writes the scripts and edits ads for Meta and TikTok. Its published Performance package lists 24 UGC ads a month from 3 creators, full licensing rights, 3-week delivery and raw files. Pricing is not published.
Consider it when you want a set monthly volume of creator ads without building the process in house. Ask how many of the 24 ads are new concepts and how many are hook or edit variations.
Knowlify: AI UGC ads with optional Meta management
Knowlify is an AI-native ad agency combining video creative with Meta campaign management for Facebook and Instagram. Our UGC agency service makes UGC-style ads with AI presenters, so there is no creator roster, shipping or creator rights to manage. Our team writes the angles, hooks and scripts, produces and edits the ads, and a person checks every one before delivery. Plans deliver about 25 finished ads a week across AI UGC, Pixar-style 3D character animation and AI commercials, and each approved variant counts as one ad. The first batch arrives five days after the first call, once you approve the angles, hooks and scripts in writing. Pricing is a scoped monthly quote, with no per-creative charge and no annual contract. You keep every finished ad, media spend stays with you, and campaign management in your Meta ad account is available, as is a creative-only plan.
Consider it when you need a high volume of UGC-style ads to test and do not need real creators. Choose a creator agency instead if you need real customers or creators on camera, organic posts from creators, or ads that run from a creator's own handle. An AI presenter is not a customer, so AI UGC should never be scripted as a personal testimonial.
What does a UGC agency cost?
From the published figures above, a managed UGC agency starts in the low thousands of dollars a month or per batch. Brighter Click's 12-video package works out to about $375 per edited video and Insense's first managed tier to about $438 per video (our arithmetic from their published prices). Insense's price includes creator costs; Brighter Click's page does not say whether its price does, so ask for an all-in total. minisocial prices by campaign rather than per video, and Billo's managed service is a monthly fee for the team. Media spend is always separate.
Compare agencies on the same unit: finished, edited ads you can run, with the rights you need, delivered by a date. Ask each agency for the number of creators, original concepts and variations, the rights period and territories, revision rounds and any commitment. Our guide to hiring UGC creators versus a UGC ad service has a total-cost worksheet that includes your own team's time.
What should you ask a UGC agency before signing?
- Rights. Can the videos run as paid ads, on which platforms, for how long, and does that include creator-handle ads?
- Volume. How many original concepts, creators and variations are in each batch?
- Revisions. How many rounds, and what counts as a revision versus a new video?
- Timing. When does the first batch arrive, and what is the cadence after that?
- Media. Who uploads and runs the ads, and who reports results back into the next brief?
- Disclosure. How does the agency handle the creator relationship disclosures the FTC's endorsement guidance describes?
Key takeaways
- Decide first whether you need real creators on camera. That splits this list into seven creator agencies and one AI UGC option.
- Published starting prices buy different units: a batch of videos, a campaign of creators or a monthly team.
- Check usage rights, revision rounds and commitment terms before comparing price.
- If the agency will not run your ads, agree who will before the first batch arrives.
FAQ
What does a UGC agency do?
A UGC agency produces user-generated-style video ads for a brand. Depending on the agency, that includes writing hooks and scripts, finding and briefing creators, managing shipping and payments, editing the videos, securing usage rights and sometimes running the ads. A UGC platform, by contrast, gives you access to creators and leaves most of that work to your team.
How much does a UGC agency cost?
Published starting prices in this comparison include $2,000 a month for Billo's managed service, $3,000 for a 10-creator minisocial campaign, $3,500 per 8-video round at Insense on a 3-month commitment, and $4,500 for 12 edited videos at Brighter Click. inBeat, The UGC Agency, UGC Factory and Knowlify quote privately. Media spend is separate.
What is the difference between a UGC agency and a UGC platform?
A platform is software and a creator marketplace: you write briefs, pick creators and review videos yourself. An agency does that work for you and usually edits the videos into finished ads. Many companies sell both, such as Insense and Billo, so check which one a price refers to.
Can an AI UGC ad replace a real creator?
For testing angles and hooks at volume, AI UGC can do much of the same job at a different cost and speed. It cannot replace a real customer's testimonial, organic posts from a creator's account or ads that run from a creator's handle. Do not script an AI presenter to claim personal experience with the product.
Is Knowlify a UGC agency?
Knowlify makes UGC-style video ads with AI presenters, finished and checked by our team, and can manage the Meta campaigns that run them. It does not supply human creators. If your brief needs real people on camera, the other agencies in this comparison are the better fit.
